C, an advocate, complained on behalf of A, who has looked after their grandchild (B) since an incident when B was unable to stay with their parent due to concerns about their safety. A was contacted by social work out of hours to come and collect B.

At the time, A was advised that they did not qualify for kinship care allowance because this was a family arrangement and B was not a looked after child. The council said in their enquiry response that they did not need to carry out a kinship care assessment.
